Rockstar has just released a new set of mod guidelines, about 2 months before GTA 6’s release.
One of the main factors behind GTA 5’s longevity, aside from its online multiplayer mode, is the presence of mods. Mods allow players to create experiences that are completely different from those in the vanilla game, and GTA has seen some of the most creative mods to date. As a result, many fans are concerned about the latest set of guidelines, as it is well-known that Rockstar and Take-Two are strict about enforcing these rules.
Rockstar Says ‘Respect Our Games’ in New Mod Guidelines
A new blog post by Rockstar Games outlines four categories of mod guidelines: ‘Respect Our Games’, ‘Do Not Infringe Rockstar Games or Third-Party IP’, ‘Do Not Harm the Creator Community’, and ‘Do Not Engage in Unauthorized or Abusive Monetization.’
The first category asks modders not to change things like “official storylines, plots, missions, characters, or other elements of our established continuity.” Modders have been asked not to ‘combine maps, locations, characters, storylines, in-game assets, or other IP from one Rockstar Games title into another title’. Multiplayer modding can only be done through Rockstar Games’ official licensed Creator Platform or other platforms licensed by Rockstar Games. Games shouldn’t be modified to run on consoles or devices Rockstar Games did not intend to release them on.

The next set of Rockstar’s new mod guidelines asks players not to create, share, or use cheat menus or any other software that will disrupt Rockstar’s official multiplayer services or a licensed creator platform. Players shouldn’t use any Rockstar IP or logo to promote their mod or suggest it is affiliated with Rockstar Games. Modders shouldn’t use any protected elements of anyone else’s intellectual property in their mod, and they should not modify or reuse voiceover performances.
All of the mods are expected to comply with the user rules and guidelines; “pornography; mods that endorse violent extremism, promote self-harm, physically threaten any other player; or mods that present a risk to minor safety” will not be tolerated. Abuse, bullying, threats or harassment of any linmd will not be tolerated. Modders have been asked not to engage in or promote “conflict roleplay or military simulations depicting real-world armed organizations.”

The last category of Rockstar’s latest mod guidelines asks modders to monetize via digital storefront providers approved by Rockstar Games and in compliance with all applicable laws, rules, and policies. Mods shouldn’t have real-world gambling, loot boxes, or facha mechanics. The developers do not permit the use of or promotion of cryptocurrency or crypto assets (e.g., “NFTs,” tokens, memecoin, or stablecoin). Mods shouldn’t be third-party promotion, product placement, advertising, or sponsored content. Lastly, modders shouldn’t monetize access to in-game assets, missions, DLCs, or anything else created by Rockstar.
